This is the right choice when one of a few things is true: you have a site from years ago that still works but looks dated, your business has changed and the site no longer says what you do, it looks fine on a desktop and falls apart on a phone, or you inherited it and nobody knows who built it. We review what is there, agree the scope with you, then update the design, refresh the copy and fix the mobile problems.
