Below that, testing cannot tell a real improvement from random variation, and charging for it would be selling you noise. If you are under the floor, the honest answer is that traffic comes first, and we will tell you that rather than taking the retainer.
You have steady traffic, comfortably above two thousand visits a month, and you can see that plenty of people arrive and few of them do anything. You already know what a conversion is worth to you, so a small percentage improvement is money you can calculate. You would rather test than redesign on instinct.
Below two thousand sessions a month this does not work and we will say so: the answer is more traffic first, through search or ads.
